Due to political instability, the police force has constant turnover, eliminating the ability to forge trusting relationships with locals in order to identify and pursue traffickers. In addition, government agents in most of the countries receiving the girls are also complicit in trafficking the girls, receiving a payoff as they wave the girls through immigration lines and into lives of slavery.
The lack of law enforcement or protections makes the Journey Home Foundation’s solution the best solution—educating and building self-esteem among the population of Nepali girls, and empowering them to guide their own destiny.
